History
In 1986 the 2nd edition of "A Lake Winona Compendium" was published by Winona State. As a collection of history, biology and physical information, its authors Cal Fremling and Glenn Heins hoped it would be a resource for anyone "concerned with the development of Lake Winona". Neal Mundahl at Winona State has hosted an electronic copy of this treasure at the WSU website for us.
In 1976 a Final Environmental Impact Statement was issued by the Army Corps of Engineers on a variety of flood control projects that were requested by the City of Winona. Of pertinence to Lake Winona is the discussion on "The Diversion of Gilmore Creek" and "Establishment of County Ditch No. 3". These topics are discussed on page 42-44 of the document (with the added cover documents this is page 67-69 of the .pdf). The document has a table of contents pages ix-x (or 16-22 of the .pdf). The "enclosing of County Ditch No. 3" ("the creek which ran from Boller Lake marsh into Crooked Slough was channelized and was designated County Ditch No. 3") is one of the action items the FEIS considers.
